Energy shortage and environment pollution are two serious problems that can prevent the world from developing forward rapidly. In this case, HEV's (hybrid electric vehicle) are the key to solve the problems. It has advantages in many fields, such as technology, economy and environment. As the spirit of the multi-energy control system for HEV, the control strategy is the key to determine the performance of HEV. This paper bases on the traditional bus 6110 using in the city traffic system, and refit it to be HEB (hybrid electric bus).The paper firstly analyzed and compared the drive structure, type and scope of application of SHEV, PHEV and PSHEV, and made sure the layout pattern of HEB drive system; by studying statistical data of typical Chinese city bus driving cycle, it formulated the performance index for HEB, and completed the selecting and parameter matching of its power train.Regarded MATLAB/Simulink/ ADVISOR as the simulation platform, the powertrain system'simulation models of engine, electric motor and led-acid battery were constructed; Integrated control strategy was established based on the analysis of thermostat control strategy and powers follow control strategy, and formulated its control rules. In view of HEB operational mode switch was equivalent to the conversion of status and status,the theory of FSM(Finite State Machine)was introduced to control strategy. After introducing Stateflow and its relative concepts, used MATLAB/Stateflow to construct three models of control strategy and put it into ADVISOR successfully.Simulation analysis of dynamic performance and fuel economy was conducted on, and compared those with test result. The results showed that the dynamic performance and the fuel economy fulfill the designed requirements for the HEB. The rationality and feasibility of parameters matching and control strategy were validated.
