Conservation And Development Strategy Of Urban Historic Area At The Culture Consumption's Angle

People have been aware of the Historic Area as an integral part of city, with its historical value, aesthetic value, the value of diversity and other values. We have achieved the conservation of some historic areas to a certain degree through the determination of the scope of the Historic Area and making the development planning. But there are still some kinds of the destructive construction, over-exploitation, deficiency of management, and the historic area still needs people's concern and efforts.On the basis of clearly defined concepts, background theory and reality, this article analyzes the status quo of the historic areas at the traditional viewpoint. For a deeper analysis, the article divides the historic area conservation to three phases: conservation consciousness, plan and practice and management. After pointing out the lack and disadvantages of existing conservation system, the article transforms the viewpoint to the relationship of culture consumption and the development of historic area. Through comparison and deep tapping on the historic comprehensive value, it supplements and perfects conservation and development system of historic area.Specific strategies include the establishment of the government agencies - the History Renaissance Council, which takes the responsibility of compiling the regulatory guidance of the commercial form and culture developing guidance; establishment of the tertiary department organization-Public Cultural Center, which takes the duty of making a plan of the position and image for the specific historic area, holds the traditional culture festivals and compiles short record program; re-divide the historic areas to two space categories—profit space and nonprofit space.
