Research On Motive Mechanism To Conservation Of Culture Resources In Historic Area

Along with the deepening understanding and research of the value of culture resources in historic area, people realized that the conservation of culture resources in historic area were necessities in the sustainable development.As the ongoing of economic reform, investors of the urban constructions have been diversified and the implementation of a project is depending more on participation from social forces. Due to reasons such as conservation consciousness, economic strength and practical implementation, the conservation of historical culture resources in China is lagging behind. Active participation from social forces has thus become the key issue in solving the problem.By reviewing domestic and foreign literatures, we brought forward the latest research progress on culture resources in historic area. Combining economics and urban planning methods, we studied relative theories and representative cases. By studying drive mechanism behind the conservation of historical culture resources in a market economy, we brought forward effective measures to activate public participation, harmonize ideal and reality, and propel a sustainable project implementation.We analyzed effects and performance in activating social participation from three aspects: policies, design measures and implementation process. Summing up the theoretical results and empirical findings, we found that: as to policy study and constitution, we should start from increasing the motivation to historical culture resources conservation allover the society and use methods as economic support, policy guidance and law support to realize an effective conservation;as to design measures, we should focus on historical culture resources value appreciation and explore multi-style business operation models to motivate social participation and realize a virtuous circle of the historical area culture resources conservation;as to implementation of conservation, we should borrow the entry system from abroad, use methods such as property right replacement and public participation to encourage social participation and ensure a successful implementation of culture resources in historic area.
