The article, after thorough thinking and studying on Highway Electromechanical engineering which being researched or complemented at home and abroad, combining the theories of system engineering, Taking the highway tunnel electromechanical system as object, Taking design and management of tunnel electromechanical system as guide line, through filtrating, neatening, classifying and colligating all kinds of factors which affect the system. At last, evaluation induces system on highway tunnel electromechanical on the basis of the AHP is built up.When the AHP is concerned, the main emphases are to optimize and choose scales. Firstly, in the foundation of analyzing the shortages of scale of the traditional AHP, a new scale base by translation function and Concordance function, which reflects the principle of reward and punishment and the principle of rationalization, was proposed. then, we can make a conclusion that the improved the nine ranks is more reasonable and more efficacious by comparing holding-sequence, consistency, uniformity, good memorization and good apperception from every scale.In the end, this paper puts the optimized AHP and the former built evaluation of tunnel electromechanical into practice, and gains an integrated evaluation result by making use of the method of Fuzzy, Coinstantaneously, gives a few of advices to some questions among the highway tunnel electromechanical which just be being evaluated. on all accounts, The aim is to make the uppermost designs and final management for highway tunnel electromechanical system more and more mature, more and more intellectualized, more and more rationalized, the most point is to make driving more and more speedy, secure, comfortable.
