Energy problem has become present world issues of common concern, and energy shortages as a constraint on economic development. In recent years, China's large-scale public buildings gradually increased continuously improve quality and enhance the economic and social development and the production and life of the residents of the services. Large public building energy consumption in China has the following characteristics, large total volume, high proportion, low energy efficiency and serious pollution. In this paper, Large public building in accordance with the existence of the low-temperature problem, namely the construction of the indoor temperature and the volume of the radiator cooling, heating energy consumption, indoor heating system heat balance, heat transfer coefficient of building envelope, building envelope, such as thermal defects in several aspects testing, integrated test results, the heating system for building an overall assessment of the diagnosis. The main draw the following conclusions: the indoor temperature is lower than the design value; radiator water temperature is low, heat dissipation can not meet the requirements of the room to be heat; less than units of energy for heating; Radiant floor heating system and radiator heat there are regional imbalances and congestion.
