With the social and economic development, energy is increasingly becoming the shortage.Based on the international criterion of energy balance and energy statistics of Chongqing model, which is verified by the Energy consumption of per unit area the model.Accounting for 20.31% of terminal energy consumption, building energy consumption is 20.9 thousand million in 2006, with an average annual growth rate of 14.16 percent. Area of public buiding accounted for 14.11% of total buildings. But its energy consumption accounts for 35.92%.It is showing that the proportion of buildings energy consumption is in large and growing fast.Therefore buildings should be the focus of energy saving.However, buildings energy-saving work have not been completely carried out in Chongqing. In this paper, program is raised in this critical stage, whose purpose of program is supporting policy and standards of energy saving for public buildings, to provide technical reference for ESCO.Methods such as access to information, actual research, statistical analysis, are to analyze of energy consumption and the characteristics of public buildings in Chongqing. Based on study a variety of energy-saving retrofit results at home and abroad,energy efficiency assessment and retrofit technology are summed up.Additional,the paper are showing energy-saving measurement and certification programs,including whole Building approach,retrofit isolation approach, calibrated simulation.Focuses on retrofit of office buildings for energy-saving.First of all, energy audits, the actual measurement and software simulation, uncover the potential of retrofit. Then, projects of retrofit are designed, 37.5 percent for the energy-saving. After retrofit, it has 32.3% percent for the energy-saving by the initial evaluation. Finally, 29.5% o percent for the energy-saving is calculated to avoid the impact of the weather and other factors by whole Building approach retrofit energy measurement and certification program .On this basis, the practical value of experience are summed up in order to promote the development of energy-saving retrofit.
