Power dispatch is the vital part of the Power System. Automatic Generation Control is a key technique to keep the balance between power generation and real-time load, and it assures the quality of power system's frequency and its running security. The AGC units performance evaluation plays a significant role for AGC system's control. For the AGC units in a control area, their performance can be evaluated by CPS1/CPS2, which put forward by North America Electric Reliability. However, the performance evaluation for a single AGC unit is also critical for the power dispatch. It helps the dispatching engineers monitor and test the AGC units.In the thesis, we analyze the GN and AGC, which are datum real-time sampled from SCADA system, from the point of view of the control theory. We bring forward Ascending Velocity, Descending Velocity, Excess Power, Lacking Power, Abnormal Spots, Delay and AGC-Unit Performance Evaluation (UPE). After that, we make an improvement of AGC-Unit Performance Evaluation (UPE) based on the delay between AGC and GN, in order that we get AGC-Unit Performance Evaluation On Delay (UPEOD). In the end of the thesis, we present the design and implementation of a real-time monitoring system.
