| In 2004, China set downed National Freeway Network Planning. After that, according to the needs of the regional transportation development, every province and municipality develops their own administrative regional freeway network planning. In the developed southeast coastal areas, some metropolises started to set down freeway network planning across the administrative regions. Some developed cities started to develop city freeway planning.At present, China's freeway network planning is basically following the general road network planning theory. It is absent of planning theory research on the specific technical and economic characteristics of freeway. As the unique characteristics of freeway, its network planning methodology is different from ordinary road planning. Therefore, it is necessary to examine the existing regional freeway network planning methodology again, reviewing and perfecting its key technology.On the basis of practice in Shaanxi Freeway Network Planning, the author has reviewed the process of freeway development at home and abroad and then summarized the problems of freeway network planning. There are many issues in the regional freeway network planning in China. Take the case of Shaanxi Freeway Network Planning, chose demand forecast, network layout and environmental impact assessment of regional freeway network planning to summarize and discuss in this paper. Firstly, summarized and analyzed demand forecasting methods of freeway network planning, discovered the problems and presented preliminary improvement idea. Secondly, enunciated the key issues of planning layout, analyzed the limitations of traditional layout methods, summarized relevant theories and new technologies about freeway planning at home and abroad, and the comprehensive and integrated approach in regional freeway network planning was put forward. Finally, after analyzed the problems of environmental impact assessment in the freeway network planning, a preliminary solution was presented.
