Highway network construction is a systematic engineering covering a wide range, investing lots of money,having a long period and with multiple influential factors,it plays an important role in national economic construction and modern national defense.Evaluation is an important part in highway network planning.The evaluation of highway network is to compare and demonstrate new schemes and provide scientific basis in order to optimize scheme and make the final decision.According the future development trend,This paper takes highway network for research object and the theory and generate method of highway network evaluation from the view of economics.Therefore this paper is helpful to extend and consummate the existing highway network evaluation theory.This paper extends and consummates the existing highway network evaluation theory by using economic analysis method.Based on the existing highway network evaluation theory and method,combined with blind spot of the existing highway network planning theory and method,taking the shortest path as starting point,this paper mainly analyzes prophase invest which is directly related to the route mileage,such as the opportunity cost of land and construction cost;and then analyzes the late using cost which is also directly related to the route mileage,such as transportation cost and Highway Maintenance cost;and analyzes network scale and network efficiency which are also directly related to the route mileage;at last it use LCC for reference in order to make the system total cost lowest, increase the economic of highway network and avoid the relation of benefit deviation.This method is also suitable for highway network optimization,and make the highway network planning achieving the best combined with other methods.
