Along with the evolution of information society and the development of knowledge economy, the traditional network planning technology is difficult to adapt to the new situation development. Recently, the combination of reliability engineering and four major objectives management gradually applies to construction project management, which has become an integrated and overall management method. Therefore, putting forward a reliability integrated control standard which can comprehensive measure quality, cost, time and safety of the construction project, has become an urgent study on the subject of construction project management.On the basis of summarizing the prior research results, this article is guided by the project management theory and the system engineering theory, and applies the grey target theory and Fuzzy AHP to establish the dependability control standard computing model of construction project management. Finally, the average of two methods as construction project management dependability control standard value achieves the desired goal of study. At the same time, with considering the actual situation in construction process, the paper improves and extends the reliability calculation method in construction project management. And through empirical analysis which enables it to meet the demands of the real engineering construction.The innovations of the paper are as follow:(1) An analysis of the concrete instance and interrelation of the construction project management quality, cost, time and safety is made, the current research status quo of the techniques and methods between the domestic and foreign scholars on the project management are compared, the existed problems are pointed out, creatively submitted a construction project management reliability concepts based on comprehensive consideration about the four major objectives of quality, cost, time and safety.(2) The concept of construction project management dependability control standard is put forward, the significance and determination principles of construction project management reliability control standard are introduced,making the determination of dependability control standard with a mature and sound theoretical system support.(3) By applying grey target theory which is in grey theory, using four control objectives of the construction project management, the paper sets up data conversion model and calculates gray target transformation correspondingly, gets we required gray relational coefficient. It is construction project management dependability control standard value that must be obtained.(4) In this article, I could put forward the use of Fuzzy AHP to establish the construction project management reliability control standard calculation model of the quality, cost, time and safety, under the influence of four objectives build up the judge indicators system, conduct fuzzy evaluation, and determine the reliability control standard of construction project management.(5) With considering the actual operational situation on construction site, this paper presents the quality, cost, time and safety integrated control model by using multi-objects utility function theory. During the calculation model, redarding quality objective could use quality Fuzzy comprehensive assessment to computing result. Relatively comparsion method and entropy weight method are used to calculate the weight value, then the reliability of construction project management is determined.
