Relay Protection and Fault Information System is capable of improving the modernization of electric power dispatching and production management. By promptly collecting the comprehensive fault information of the power grid, it is able to raise the technological level and depth for analyzing power grid accident, and at the same time accelerate the accident disposal process. These functions are of great importance to ensure the secure and stable operation of power system.With the 500kV voltage level as its trunk network system and covering a vast area of 5 provinces (i.e. Guangdong, Guangxi, Yunnan, Guizhou and Hainan), China Southern Power Grid is a typical multiple-loop AC/DC hybrid cross-regional networking power grid, which features in high-capacity and long-distance power transmission from West to East, coexisting of hydro and thermal electricity, as well as parallel operation of AC/DC power. Currently, as the electrical power within the Southern Power Grid region is evidently short of supply, the grid is under tremendous pressure. In order to ensure the power grid security and satisfy the practical needs of the Southern Power Grid, since the year 2005, China Southern Power Grid main dispatching center and all the provincial dispatching centers have successively carried out the R&D and construction work of Power Grid Fault Information System. The Relay Protection and Fault Information System Master-station of the Southern Power Grid main dispatching center has been established and put into operation since the December of 2005, and up to now 40 substations have been connected to it. After its operation, the master-station plays an important role in monitoring the protection and operation information, collecting and analyzing action message, as well as some other aspects. However, there still exist some problems, such as the heavy work load for maintenance of the master-station, lack of automatic adjusting function for the fault information, non-use of abnormal information obtained from protection and substations, operation restriction as only professional protection employees can use the system, and so on.This paper aims to clarify the research and construction process that the Southern Power Grid main dispatching center has experienced in solving the practical problems of Relay Protection and Fault Information System Master-station. It mainly includes:1 Increase the automation level, realize the Push-Start operation, ease the work load and reduce the requirements of maintenance technique when integrating a substation, which is based on Specification for Communication and Interface Between Master-station and Substation of China Southern Power Grid Relay Protection and Fault Information System (Revised Edition 2006).2 Research and realize automatic routine maintenance and testing function for the Fault Information System Master-station; automatically and periodically initiate bulk serial interrogation to the integrated substation.3 Research and realize automatic archival function. After a fault occurs in the power grid and the relative protective devices start to work, the system will automatically create a comprehensive fault report using the information that the master-station gets from the substation.4 Realize the analyzing and analytic statistics function for the operating condition and interior abnormality of protective devices.5 Research and realize the fault information WEB Publish function, making the Fault Information System open to more and more user objects, and with the help of WEB Server, zone III is able to search and browse the information of zone II. |
