With the steady development of the world economy in 21 century, the data shows that waterway transportation has undertaken most of foreign trade transportation. At the same time, although today's shipbuilding technology and navigation technology advance rapidly, and the forecast level of wind and waves is also rising, complicated and changeable weather conditions and unpredictable winds and waves on sea are still the major threat to the navigation safety of the ship. Accidents of significant personal injury and death and property losses which caused by serious hydro-meteorological conditions occur from time to time.In recent years world Roll—Pax vessel enterprise develops rapidly, but some incidents at sea are a wake-up call to the seamen. For example, in 2008 the Roll—Pax vessel "Stars prince "of Philippines and "11.24" accident in our country have brought a lot of loss to manufacture and life.Bohai Sea is the inland sea in northern China, and the strong cold air in winter happens frequently and often accompanied by wind and waves. Complex topography and tidal activity cause that storm wave is unevenly distributed, which influences the navigation safety of ships in Bohai Sea waters and leads to accidents at sea, so it is essential to assess the navigation safety of ships in Bohai bay.This article intends to carry on navigation safety assessment of Ro-Pax Vessel' sea-keeping ability in storm wave of Bohai bay, analyzes storm wave weather'impact on navigation safety of Ro-Pax Vessel, summarizes the sea-keeping factors of Ro-Pax Vessel in storm wave of Bohai Bay, establishes assessment index system, obtain data through an actual measurement and questionnaire survey, uses rough set theory for data mining, eventually finds relationship between sea-keeping ability and its influence on Ro-Pax Vessel'navigation safety in storm wave of Bohai Bay, and verifies the result. This paper provide a reference for Ro-Pax Vessel'navigation safety in storm wave of Bohai Bay, help to improve navigation safety, reduce accidents at sea, and provide decision making basis for captains and shipping companies.
