Urban-rural integration is a guiding ideology to deal with development and relationship between the rural and urban areas. In the economic society developing process, it is an entity process for the rural and urban areas to fuses day by day. It is a high stage in the society development. It is also a most perfect condition in the organization on society, culture, economic and nature. In this condition, the social productive forces will present a fast development phenomenon. But society's development cannot leave the material basement. The water resources take as the foundational natural resource and strategic economic resource; it is a most important conditionality factor in any stage of society development. Along with the acceleration of the process of urban-rural integration, population growth, Social economy development and the advancement of people's living standard, people need the water resources with a higher quality and quantity. Limited fresh water resources will become a bottle-neck in the Urban-rural integration process. Therefore, reasonable use of limited fresh water resources will promote the development of Urban-rural integration.Haicheng takes as one of the national Baiqiang country, have a high level of economic development. Along with the proposing of Urban-rural integration, the construction of small town and country urbanization has become the important strategic plan in the society development in Haicheng. At the same time, as a shortage of water resources city, how to reasonable allocate the limited water resources is a question that needs to be solved urgently in the process of Urban-rural integration for Haicheng. This paper analyzes the optimal allocation of water resources in Haicheng which is based on Urban-rural integration construction condition, brings the coordinated development of urban and rural areas into the target of the optimal allocation of water resources. Aimed at optimizing allocating the water resources in Haicheng, for a while promoting the Urban-rural integration process in Haicheng.This paper mainly uses the method of multi-objective optimization to analyze the optimal allocation of water resources in the Urban-rural integration process of Haicheng. By analyzing the basic data in current target year, obtain that Haicheng is a water scarcity city, the rate of water scarcity is 9.09%.Haicheng has a general outcome in the Urban-rural integration, the rate of urbanization is 46.7%. Base on the basic data in the current target year, combining the Strategic requirements for the development of Urban-rural integration in Haicheng, by the dint of statistical software, this paper forecasts the index for the Urban-rural integration in the following 10 years. It also analysis the water resources demand-supply condition in the Urban-rural integration process in the following 10 years. The conclusion is: in the following 10 years, along with acceleration process of Urban-rural integration, the development level of industry and agriculture in Haicheng will have a further improved, high efficiency and low consumption industry and facilities agriculture will have a universal development, utilization ratio of water resources will have advancement. But in a short period, Haicheng is also a water scarcity city. This paper uses the function of fgoalattain in Matlab Optimization Toolbox to optimized allocate the water resources in Haicheng in the following 10 years. According to the practical value in use, the paper has designed five different programs for the planning target year. The decision maker can choose the different allocating program according to the practical condition and the different point of emphasis that he pay attention to. It will make Haicheng to be a harmony development city on environment and society and economic in the Urban-rural integration process.
