Shenyang's Water Resources Management System Countermeasures

Water is the source of life, and water resources are the foundational natural resources and strategic economic resources of human society. Strict management of water resources and ensuring sustainable development can not only protect the ecological environment but also improve the quality of life in human settlements. Moreover, it can also promote the social progress and civilization, and protect the orderly development of socio-economic. Besides, it can realize the optimal allocation of water resources and promote water rational development and use so as to promote the socio-economic sustainable development.In the 21st century, with the development of world economy and growth of population, it is because of the water shortage and water environment deteriorating that the prominent contradiction between water supply and demand are becoming more and more serious. Currently, Shenyang, as the Northeast Old Industrial Base, is one of China's top ten cities with a shortage of water. During the process of regional economic and social development, the water resources shortage will seriously impede the rapid development of social and economic. Therefore, it is necessary for us to propose a scientific management measures so as to solve such issues as supply and demand in the use of water resources of Shenyang City, deterioration of water environment, the low reused rate of water resources, a serious lack of drinking water in urban, etc.This paper describes the history and current situation of water resources management at home and abroad. By analyzing the problems and causes in water resources management of Shenyang City, we can obtain measures of sustainable development and utilization of water resources. This article defines that the purpose of water resources management is to protect economic and social development, the target of it is to achieve the sustainable development and use of water resources, the focal point of it is to manage accessed groundwater. By using economic, administrative, legal and other means comprehensively, we thereby promote the management of water resources system reform.
