Water resources optimal allocation is an effective way to realize water resources sustainable utilization and important approach to achieve coordinated growth for economic-social-ecological environment composite system. On the basis of looking up literatures about water resources optimal allocation, current situation is summarized and some problems in practical application are pointed out in the paper. It’s a foundation to analys system architecture and function features of city agglomeration water resources system and put forward the characteristics of water resources system of city agglomeration for building the water resources optimal allocation model with characteristics of city agglomeration. By applying multi-target optimization theory and combining system architecture and function features of water resources system of city agglomeration we can sure the city agglomeration water resources optimal allocation model is a multi-target, multi-partition, separation-coordination, big systematic model. The evaluation model with sustainable development idea is builded which can evaluate sustainable utilized level of water resources and coordinated growth of economy, society and ecological environment. Regarding sustainable development theory as guideline, the train of thought is proposed about optimal allocation of city agglomeration water resources with balanced development which is the extension of sustainable development and emphasizes the sustainable utilization of divisional water resources, the coordinated growth of economy, society and ecological environment, and the realization of balanced development among partitions. Taking the city agglomeration includes Zhengzhou, Luoyang and Pingdingshan City as study area, the application example effectively affirms the feasibility of allocation model, evaluation model and the train of thought about optimal allocation of city agglomeration water resources with balanced development. Configuration results and evaluate results indicate that water resources of the city agglomeration are in better sustainable utilized level, coordinated growth of the multiplexed system is a little bad, and water resources of the urban areas of Zhengzhou City and Luoyang City are in lower sustainable utilized level, but other partitions are relatively good, after adjusting allocation schemes acording to balanced development principle, the ratios of water deficiency are descended and the allocated water is changed, the optimized scheme improves the balanced developmental level for the city agglomeration.
