Study On The Water Resources Management And Development Model In Handan

Handan City is located in the intersection area of Hebei,Henan,Shanxi and Shandong provinces, which is an important hub city in the Central Plains. Handan is at the conection location of upper and lower of Haihe River Basin,where water resources is shortage, so there are many water issues across bourdary. It is shown that if the water project construction reaches a certain size, it will rely more scientific and effective managemen of water projects and water resources allocation to solve water shortage problems.In this paper, based on the basic theories, mechanisms, models and measures of domestic and international water resource management, basic situation and problems of water resources utilization in Handan City, the water resource management model of Handan City has been discussed and studied.Firstly, the main contradictions in Handan city water utilization was analyzed and pointed out, which are water scarcity, water polution,water surplus (flooding, loggingwater), as well as water conservancy projects aging. And there are some major problems in the water resources management, which are that basin management of water resources has been divided, the regional water rights system is not perfect. Accordingly, the model of water resources management in Handan City should be watershed management based on the combination of water supply plan and water right marketization. water resources unified management system in the Zhangweihe- South Canal Rivers, Fuyang he- Ziyahe River Basin should be established.. The market mechanisms of water pricing, water rights trading and so on should play more important role of in the water resources management.Managment and law enforcement should strengthen.Secondly, the key issues of water resources management in Handan City were discussed. and recommended the implementation of two part water price system would be used in the pricing of water supply .On the basis of South-to-North Water Diversion Project(SNWDP) ,the "water bank" system would concentrate scattered, individual water rights trading in a unified platform to achieve system of water rights trading at different levels, and principles and methods to determin the initial water rights in Handan City was also Proposed.Thirdly, according to the specific situation of different parts in Handan City, three models of water resources utilization and whose main characteristics, problems and countermeasures were summarized and analysis.Three models are water storage diversion and pumping in the west moutain regions, combination of well and canal in the central alluvial-diluvial plain and utilization of brackish ground water in the east alluvial plain.
