Urumqi city is the capital of the Xinjiang Uygur Autonomous Region, is our country join Eurasiaimportant hub and edge key open city, Urumqi city is located in northwest inland arid area, rainfall isexiguous, strong evaporation, per capita share of water resources is only340m3, belong to one of extremewater shortage city. In2011, Urumqi’s total water consumption is11.18*108m3, and the available quantityof water resources is only9.9*108m3, the actual water supply10.89*108m3. With the development of thecity, city population is projected to be321*104by now risen to400*104in2015,420*104in2020, theindustrial added value from the current675*108yuan increase to3000*108yuan in2020, at the appointedtime on water resources demand sharp growth will make the water resources supply and demandcontradiction is more outstanding, solve Urumqi present situation and the future development of the supplyand demand contradiction imminent.This article through to the Urumqi water resources development and utilization and present situationinvestigation and analysis,Due to lack of control of the upper reaches of the Urumqi river reservoir, caneffectively intercept the flood season,Water structure is unreasonable, agricultural water rate is high, theutilization coefficient of irrigation water is low,Industrial water recycling rate of only about70%; the citydrainage pipe network caused by imperfect water actual processing ability is poor, water supply pipeleakage rate is high wait for a reason,Urumqi city overall water use efficiency on the low side, a seriousshortage of water resources, supply and demand imbalance has occurred,But in order to ensure the normaloperation and the city of Urumqi city development, the utilization of water resources is less than thedemand situation, over-exploitation of groundwater over-extraction of groundwater, resulting in serious.In2010the groundwater has been drawn1.2*108m3, while Urumqi city groundwater exploitation amount toonly3.76*108m3, Chaiwopu lake, ecological damage is very serious.But the city is still developing, thelimited water resources and the present situation of water resources exploitation and utilization way alreadycan not meet the demand of water in city development.In view of the Urumqi city water resource problems in the development and utilization of,Combinedwith the actual situation in Urumqi City, puts forward the following measures.Engineering measures:1.The upper reaches of the Urumqi River flood control and the construction of "500" reservoir " high wateruse, low water low with " water supply layout.2. From Baiyang River Basin City Osaka City area of9*104acres of arable land and woodland water return0.4*108m3water supplement to the Chaiwopu Lake region,restoring the ecology, and according to the groundwater exploitation quantity of groundwater exploitationlimit.3. The adjustment of agricultural water rate, planning level year in another new agricultural land area,improve the agricultural irrigation, improve the utilization coefficient of irrigation water to0.7, reducefarmland gross irrigation quota to491m3/mu, has reached the control water ratio.4. Tmprove industrialwater recycle rate, reduce the leakage rate of pipe network, raised to the planning level years of85%,through the improvement of city water supply network, the status of the leakage rate of pipe network17.7%,reduced to10%, improve the utilization rate of water resources.5. Improve the drainage of water,improving the utilization rate of recovery, so that to realize the sustainable development of water resources.6. Improve the recovery rate of water in the sewage, mining potential, implementation planning level yearafter treatment water reuse rate of70%.7. Analysis of peripheral water availability, by pumping form, willbe "500" reservoir to Urumqi City, in order to cover the shortage of water resource development in Urumqi city. Non engineering measures: water supply, reasonable and effective utilization of waterresources, strengthen environmental protection, avoid pollution of limited water, implement the most strictwater resources management, the use of economic levers, the implementation of water pricing ladder, thewater saving effect of aliquots of Engineering measures.By taking these measures, combined with Urumqi planning level years (2015, near future, long term:2020) the development of the city, using different guaranteed rate (P=50%, P=75%, P=95%) all thequantity of water resources supply and demand balance analysis, effective measures, can balance, to meetthe Urumqi planning level year the need of city development.
