Currently, the importance of road preventive maintenance has been recognized at home, but there is only theoretical analysis for the effectiveness of preventive maintenance and the integration of preventive maintenance and the existing pavement management system, no overall macro-planning studies for preventive maintenance decision of new pavement, and no national guiding measures for design and construction of preventive conservation, which can not really grasp the proper preventive maintenance time, causing a lot of preventive maintenance could not meet the expected results. In order to obtain maximum benefit, an overall dynamic planning is made for a particular road section in this paper.Firstly, taking Qinglian expressway as an example, the pavement service performance decay equation is set up based on the existing model, and the pavement performance decay is predicted. Secondly, Preventive Maintenance indicators are proposed for Cement Concrete Pavement, and road standards are determined in reference to the national research datas. Thirdly, using the pavement condition index—international roughness index to determine the optimum preventive maintenance time, a quantitative analysis and evaluation is made to the preventive maintenance effects, and various preventive maintenance measures is taken in different period of life cycle.Combined with the decay predicted results, this paper analyzed the preventive conservation cost in each time period, determined reasonable measures should to take for the same diseases in different periods, and determined routine and preventive maintenance strategy of Qinglian expressway. Finally, a dynamic programming is made for the road maintenance funds, and the best conservation strategy is developed for the implementation of the program.
