With the development of substation automatic system, it becomes a fusion system of comprehensive automatic supervision and computerized fool proof. Based on control layer of database integration, it is an anti-error operating system of integrated control layer and spacer layer. This thesis puts forward the design on the intelligent system for program control of anti-error operating system through the study on the theory of anti-misoperation locking system and the analysis of five-prevention integrated supervision System. Combining control layer integrated system with spacer layer logic system, it realizes that the monitor device can receive the order of remote control and the order of lock and unlock sending by monitor module of five-prevention system in operating sequences at the same time, and each operation is approved by five-prevention system and operation lock. In addition, the design improves the collection and control of net location and temporary ground disconnector location and in normal situation five-prevention integrated supervision system provides five-prevention logic lock and operation system lock for real time.
