In China, recently, although a large amount of manpower and material resources have been invested to improve safety on national highways, the severity and frequency of crashes is still the social big challenge, especially for the freeways. In general, the road with high design standard has a low traffic accident rate, and the road with low design standard has a high traffic accident rate. But since the first national freeway was open to the traffic in 1988, the number and fatalities of traffic accidents kept rising. In 2007 the fatalities of traffic accidents on the nation's freeways was up to 6030 people. The freeway mileage accounts for the total national road mileage 1.5%, but the number of freeway traffic accident fatalities actually accounts for the total number of traffic accident fatalities 7.39%.Speeding driving is a serious road traffic illegal behavior, especially on the freeway easily lead to the occurrence of heavy accidents. Currently the main control on speeding driving is through traffic engineering measures and enforcement measures, and the traffic management department is often array special campaigns to prevent speeding driving. But the freeway mileage is very long and traffic conditions change rapidly, so how effective controlling speeding driving is particularly important.The paper based on analysing the reason of speeding driving, according to the data collected about road alignment, traffic volume and traffic composition, establishes a modle which is about the relationship between truck/car speeding ratio and road alignment, traffic volume, traffic composition and speed limit. Based on the model, the situation of speeding driving on freeway can be forecasted, in order to concentrate the police force or by other appropriate measures to achieve the purpose of efficient management of speeding.
