The transportation of out-of-gauge and overweight is an important part of railway transportation. Many of the goods are the large facilities which are required by national construction and industry construction. The safely and timely transportation has a great impact to the economic development. With the development of the railway technology such as speeding, it brings some difficulties to the transportation of out-of-gauge and overweight goods. Furthermore with the development of industry, the level of out-of gauge and overweight is becoming higher. It also takes some difficulties to the transportation of out-of-gauge and overweight goods. All above require the handing station do the prepare work before transport and the loading work best, in order to reduce the risk during transportation. Therefore, it is necessary to implement the qualification license of out-of-gauge and overweight goods transportation to the carrier. Then the applicant will need a comprehensive and scientific integrated assessment to make sure if it has the qualification.The transportation of out-of-gauge and overweight goods has the feature that complexity and need high technique, its safety transportation involves many areas. Focused on the qualification license and management of railway station, the following tasks have been done in this paper:(1) The characteristics of out-of-gauge and overweight goods transportation are described, and the factors affecting it are analyzed.(2) Based on the addition of railway station and the factors that affecting the out-of-gauge and overweight goods transportation, the evaluation index system of the station transport qualifications is established.(3) The fuzzy comprehensive evaluation model that based on AHP is established, and the method to weight determination is AHP. The subject functions to each affecting factor are created in different methods.(4) The qualification criterion of out-of-gauge and overweight goods transportation railway station is established.(5) The model and methods above are used to evaluate the railway station, and make sure the qualification level.
