Safety is the premise and foundation of railway transport. The discretion of the safety performance affect and restrict the development of the railway business. Although railway freight accident of China has reduced in recent years. Security issues are still prominent, especially with the rapid development of the national economy. On the one hand trains run faster and faster,on the other hand more and more large engineering equipments need to transport by railway, most of which are overrun and overweight goods that are used for aerospace, metallurgical industry, bridge construction, railway and other industries. The safe transport of these goods promote the modernization of the country, simultaneously bring great challenge to the safe transport of rail. For the above situation, to solve the transport security of the overrun and overweight goods has become the most important lesson.This article is to study the evaluation of the transportation of the overrun and overweight goods, Including loading, unloading, transportation, marshalling the whole process. The realization of safe transport must rely on the theoretical basis of science on the basis of existing research. At present, our country has been detailed description to the transport organization of the overrun and overweight goods. However, specifically for safety evaluation index system of the overrun and overweight goods is still not perfect.In view of this, through comparison of the safety evaluation, I found the gray relational analysis has some advantages to safety evaluation. This analysis is more flexible to select the indicator information, especially for the complex transport system of the overrun and overweight goods, which have many complex their impact factors, sometimes even have uncertainties. Gray correlation analysis can reach the purpose of safety evaluation in the case of incomplete information. In addition, in china they determine the index weights by the experience of experts and scoring. Therefore subjective consciousness is too strong and can not objectively reflect the index information. This paper use the coefficient of variation method to determine the index weight, according to the index data to determine the index of the right weight, which can effectively remove the weights determined by human interference, so that the evaluation become more objective and reasonable.This article focuses on this issue, mainly through the following aspects to study:Firstly, analyze the current research of China’s railway gauge freight transport, and summarizes the problems still remain.Secondly, analysis affecting factors of the overrun and overweight goods transportation security, and on the basis of this to establish the safety evaluation index system.Thirdly, through the establishment of the gray relational analysis model, achieve the security evaluation of the overrun and overweight goods transportation. Using the coefficient of variation method determine the index weight.Fourthly, use gray relational analysis model to evaluate the safety of the gauge freight transport, and analysis the evaluation results, give advice for improvement.
