One-way Traffic, as a type of traffic flow organization, is with characteristics of comprehensive impact and pro &cons co-existence. Not only the implementation conditions of the road network and the distribution of traffic flow characteristics should be considered, but also the organization programs running effect should be paid attention to. A better combination of theories and practice, accurate and appropriate analysis of impact and implementation evaluation can help give full play to one-way traffic organization's effectiveness, while avoiding the enormous human and material resources waste from repeated adjustments.This paper starts from bypass distance generated by one-way traffic, and describe bypass impact by means of cost-benefit analysis to indicate that if there are too much damage to the personal interests, the program may not be the optimal one though the network efficiency is the best. Construct a bypass cost-benefit analysis model to be the theory basis of integrated effectiveness of one-way traffic evaluation.Select the appropriate evaluation items according to the bypass cost-benefit model, to calibrate the importance degree parameters by means of Principal Components Analysis (PCA) before making the bypass cost-benefit model applicable which can determine programs feasibility. Options should be based on a smaller travel cost for the greater network benefit. Feasible programs judgment limits set are given through the sample threshold and the ideal threshold. Then one-way traffic impact can be classified into positive, neutral and negative. They are the basis for programs decision-making and adjustment.Analyze the reasons those cause the neutral impact or negative impact, and propose some targeted improving measures. One-way traffic organization's fundamental premise is direction concentration exist in the local road network which cannot be met by the directional supply. If it is a negative impact program, the applicable conditions should be considered seriously once more; if it is a neutral impact program, the adjustments should focus on reducing costs, especially in the case of the bypass cost of information asymmetry to increase the overall efficiency.Finally, combined with the one-way traffic plan in Chengdu, provident and description are given out using relative theories and method those proposed in the article.
