With the growing size of the power system and the implementation of the power market reform in China, China's power industry is moving to the market mechanism. Hydropower will enter the market in the near future and participate in electricity power bidding under the principle of equity, fair and open. Under the electricity market environment, how to formulate a new model, which is accordant with not only the rule of operation of hydropower station (group) but also the regulation of operation of electricity power grid and adhering to a new model trading rules of electricity market operation at the same time, is the new task facing the talents engaging in hydroelectricity project to solve urgently, because the traditional scheduling model can not meet market requirements any longer. To maximize the benefits of electricity generation companies is an important new topic. In this paper, the key researches of short-term hydropower station economic scheduling and economic operation of hydropower Plant are discussed under the electricity market environment.This paper focusing on the impact of time-of-use (TOU) power price, the model of the largest benefit of short-term optimal power generation was established under the same condition of the total amount of water, and resilient adaptive particle swarm optimizer algorithm was used to its solution, for the traditional (without regard to time-of-use (TOU) power price) model with largest electrical energy can not adapt to the requirements under electricity market environment.The correlation coefficient R was quoted in the stage-capacity relation and tailwater level-discharge relation curves of Shiquan reservoir, which can test the fittest curve. The detailed solution steps were given. A comparative analysis of the results were made between the traditional (without regard to time-of-use (TOU) power price) model with largest electrical energy and the model of the largest benefit of short-term optimal power generation. And with the traditional (without regard to TOU) electricity the largest model of The facing problems of optimized operation of the hydropower station were discussed and the corresponding countermeasures were given under electricity market environment.Dynamic programming-Adaptive discrete particle swarm hybrid optimization algorithm was proposed using for solving the problem of economic operation of hydropower station mathematical model, and detailed process of using the model seeking the optimal solution, as well as seeking the optimal solution of the specific strategies were described. The proposed new approach was applied to Shiquan hydropower plant with the actual background simulating electricity market environment, and calculation results were analysed. The findings indicate that the optimal scheduling solution is a superior program with high calculating speed and adaptability, which has provided evidence-based decision making for field operators who make reasonable arrangements optimization of unit commitment and load optimal allocation on the basis of factors such as comprehensive consideration of the dynamic characteristics of all the units and open-downtime costs according to the specified load value, and demonstrated the effectiveness of this method. A new technical assistance is provided solving short-term optimal operation of hydropower station.
