| Water resources, as one of most significant factors that impact on natural environment and human existence, are an indispensable fundamental natural resource. As a severe water inadequacy area, water resources has become a bottleneck that will influence and restrain the whole city economy and sustainable development of YuLin city. Now and in near future, how to correctly evaluate and judge the water resources bearing capacity of regional development in YuLin city and study the water resources carrying capacity in YuLin city is important to realize the sustainable development, to correspond the relationship between the water resources and the environment, the life people, the agricultural and industrial development, in turn, formulate the development strategies harmonious with water resources have significant realistic meaning to the relationship between water resources and national economic development of YuLin city.The water resources and its current using condition in Yulin city of Shan Bei province are analyzed in this paper.Based on the development rate of Shan Bei province, first each of the nine factors,i.e,percapita water resource available,utilization rate of water resource,percapita water requirement quantity,water supply module,industry water requirement quantity per industrial product value,regional irrigation rate,life needs the water quota,water requirement module and environment water use rate,is analyzed.then the water resources carrying capacity in Yulin city is evaluated by applying the fuzzy comprehensive estimation,at last,the water resource security and countermeasure are given.The conclusions got as follows:(1) From the process of water resources carrying capacity assessment and the results of evaluation of each administrative district in Yulin, We know that the water resources carrying capacity rate of this district is less, and none of those district's water resource evaluation score belong load region areas.(2)But the various administrative districts of the water resource situation is also different, we calculate the water resources carrying capacity scorce of the various administrative districts, In order to targeted and efficient administration develop the water policy.planning structure. Optimization allocation of the water resource in various administrative districts.(3)From the social and economic development and protecting the environment to further proceed, the fundamental measures to improve water resource saving strategy is to strengthen the comprehensive experimental, Use our local water resources rationally and fully, construct the water conservancy, use the surface water resources fully,develop the alternative water resources rationally, The results have some reference to the development of water resource in Yulin city.(4) This paper reference the national index system of supply and demand analysis and the evaluation system of a number of other water resources combined gray relational analysis. According to actual conditions in Yulin, water resoures carrying capacity assessment index, then,using fuzzy comprehensive evaluation method,on the water carrying capacity of the various factors affecting a quantitative prediction.Then, through the comprehensive evaluation of all factors and make fuzzy comprehensive evaluation matrix. It overcomes the limitation factor independent of each other, to a more comprehensive analysis of Yulin city.This methods of the rational allocation of water resources in Yulin have some reference. |
