With the acceleration of urbanization as well as the increase in the number of private vehicles, larger and larger total traffic demand unbearable to the current transportation infrastructure. Thus, as an important measure taken in traffic demand management , park and ride facilities of belt freeway, in combination with the rail transport network as well as ground transportation system, reduces car flow into the city and guides efficient way to travel so as to optimize travel structure and save energy, which is of vital importance to easing traffic congestion and parking difficulty in downtown area as well as to ensuring the sustainable development of the city.This paper analyses the role of belt freeway as well as the ray freeway in urban comprehensive transportation system and discusses the layout and the influential factors of the park and ride hubs. In combination with the urban highway network planning as well as the property and functions of park and ride hubs on the belt freeway, the necessity of the park and ride hub construction is also analyzed in this paper.In light of the terrain features in mountainous areas and residents distribution characteristics, this paper introduces method to define the attraction scope of park and ride facility with time as an indicator as as to improve the forecast accuracy. Then, according to the OD survey data, four-stage method is applied in predicting the park and ride demand volume, the result of which is allocated to the specific section of the belt highway. Later, with the planning and site selection model based on the set pair analysis theory, siting and planning of the hubs are conducted and classified according to its main service targets.Based on the analysis on the influential factors of land scale of the park and ride rubs as well as on the calculating methods, calculation work of the hub scales is conducted with regard to the relative parameters. Then this paper betters the evaluation index system according to corresponding principle so as to evaluate the planning scheme on the basis of the analysis and quantification of the evaluation indexes.
