On January 1st 2010, Tonggu Channel was formally put into use. The Shenzhen Port owned an all-weather sea channel for the Sixth Generation Container safety sailing, which would be advantageous to solve the large container liner restricted by air clearance of TsingMa Bridge on the Hong Kong MaWan Channel. It's of critical importance to improve the navigation capabilities of the western port, enhance the potential for port development and promote the port competitiveness, as well as effectively relieve the navigable pressure of MaWan Channel, prevent Hong Kong water from polluting, help maintain and promote prosperity and stability of Hong Kong and Shenzhen Port.However, in order to clear of HongKong waters, at the beginning of the deep water channel selection, they give up the West Line Plan which cost low and the conditions and construction for navigation are better, and select the cross-cutting Tonggu Shallow with many veers and big corners. Especially on both sides of assembling section, traffic flow density is high, hydrological and meteorological conditions are worst, angle between flow and ship course is large. These factors are certain risk for large ships' manoeuvring. Therefore, it's necessary to dispatch channel on the basis of time, lane, particulars, and traffic flow direction in the limited waters so as to make vessels be in an orderly and efficient running in the premise of safety.This paper is divided into five chapters:the first chapter is the introduction. It mainly sets forth the research purpose, significance, content and technique routine; the second chapter describes the general situation of Tonggu channel, Lingding channel and Shenzhen Western Public Waterways, temporal and spatial distribution about traffic flow, analyzes the channel adaptability based on ship density; the third chapter describes the classification, principles, traffic organization mode under ship guidance and control, and other measures to improve waterway condition; the fourth chapter proposes Tonggu Channel traffic organization schemes on traffic flow characteristics, including the establishment of the administration, formulation of time-sharing plan (ship formation), and rebuild suggestion of navigation sensitive area is put forward; the fifth chapter selects the organization evaluation index, establish system simulation model, and evaluate the organization schemes; the sixth chapter is the conclusion.This article focuses on the navigation safety protection, proposes ships formation plan and reconstruction suggestion for assembling area, selects evaluation index, establishes simulation model and the anticipative results are obtained via evaluation. It provides a scientific basis for port scheduling system, and helps the authorities supervise ship safe navigation in Tonggu Channel.
