A Reseatch On Key Issues In Parking Planning For Medium And Small Cities In South Jiangsu Province

With the rapid development of the economic and automotive industry of China, more and more city residents have their own cars and the vehicle tenure of the city increases sharply, bringing increasing pressure on urban transportation system. Parking is a key link in the system and the"Hard to Park"issue has already become a severe problem for many cities. Without a profound reflection and exploration of this problem, the urban transportation system will keep deteriorating, even paralyzed.Started with the traffic characteristics of the medium and small cities in south Jiangsu Province, the investigation of status quo of parking in Jiangyin is done, based on which the issues and causes for parking problem is concluded and a series of topics are discussed, including parking development strategies, parking construction specifications, parking charges, parking lot planning. Policy proposals and solutions for each topic are shown in detail, in order to coordinate the dynamic and static traffic system.With regard to parking development strategies, several strategies are proposed, such as regional discrimination, parking demand management and parking lot construction industrialization. On parking construction specifications, two important conclusions for medium and small cities in south Jiangsu Province are brought forward, taking Jiangyin as an appropriate example. On parking charges, principles of engineering economics are employed to calculate the charge standard. On parking lot planning, controlled detailed planning is firstly introduced and planning is carried out in a depth of controlled detail planning, which brings in an informative content for the implementation.The four key topics for parking planning in medium and small cities in south Jiangsu Province are discussed in this article. The strategies and solutions described in this article are carried out in the parking planning of Jiangyin and gain a satisfying result, which also provides a reference for research on parking problem and parking planning of medium and small cities.
