In recent yeas, a number of large-scale projects were built around the country, but in most cases, the traditional pyramid organizational structure was adopt in project management, a lot of problems were exposed in management process, such as: more management levels, slower transmission of information, fewer horizontal contact, no timely decision-making and so on, which has seriously affected the efficiency of project management. Flattening organizational structure which improved form pyramid organizational structure could avoid some problems. Therefore, it could have a certain significance and practical application to study it.The organizational structure of the current large-scale engineering project management was investigation through the questionnaire, there were many problems for the organizational structure of project management at this stage, such as: many levels of management, information transmission slow, the concentration of power, no equity on authority and responsibility, low quality of the members and so on, the response rate of organizational structure was badly restricted, so it needed to be improved . Organizational information transmission, organizational decentralization and the quality and ability of organizational members were all relative to the form of organizational structure, combining with the actuality, it was pointed out that the reasonable flattening organizational structure might be provided with the following: the balance between centralized and decentralization should be controlled on the organizational management ; the form was located between the pyramid and the completely flattening; furthermore, it should be to condense organizational department and to expand the management range in organizational size. According to the results of analysis and survey, the form of the pyramid structure commonly used at this stage was improved through setting up the core layer of decision-making, the core of management and the core of implement, to achieve flattening organizational structure in a certain sense. According to the system method of organization designing, a form would be selected from the commonly used in the current domestic large-scale engineering project management, which best meet the requirements of flattening organizational structure, then it was improved to meet the requirements of the current domestic large-scale engineering project management, so the flattening organizational structure would be analyzed and designed as following: selecting the model of organizational structure, ascertaining the division of organizational structure, weaving the management processes of organizational structure and ensuring the implementation of organizational management system. The model of Matrix organizational structure was selected to build flattening organizational structure; the work breakdown structure and organizational breakdown structure were used to ascertain division of organizational structure and relationship between responsibility and authority; the work processes of organizational structure were ensured through weaving daily event managing process, emergency event managing process and important event managing process; the effective implementation of flattening organizational structure was ensured by doing authorization management, information management and decision-making management well.Large-scale engineering project management involved many factors, the research on the organizational structure was a complex work, the thesis just had done a try on selecting the form of flattening organizational structure and building it, there were many problems that needed to be further studied.
