Research On Evaluation Of Service Level For Road Transportation Of Hei Longjiang Province

In recent years, the highway construction in Heilongjiang province and the sustained growth of auto population has put out higher requirement of the qualities of transporting goods. Therefore, to investigate the development status of the road transportation in Heilongjiang Province and evaluate the modern road transport service levels can improve road transport safety, reliability, comfort. It ensures that transport services create time value and space value. Meanwhile, it consolidates and enhances road transportation status in comprehensive transportation system.On the base of the indicators and survey data of road carrying trade, this paper analyses and investigates the current situation of Hei Longjiang province with respect to road passenger transport, road freight transport, taxicab transport, infrastructure construction, automobile maintenance, road transportation informatization, and so on. Adhered to the principles of comprehensive, scientific, systematic, practicality and maneuverability, this article established the original index system for evaluating service level on road transportation, which includes fifty-four different indicators from three aspects of transport capacity, transport services and operation management. The index system for evaluating service level on road transportation is determined, which includes thirty-eight different indicators of three levels. This paper established the AHP evaluation model for road transport services on the base of evaluation index system and distributed the weight of each indicator in index system by using analytic hierarchy process. Then it collected points of experts who succeed in the relevant fields and made comprehensive calculation of qualitative and quantitative analysis by using fuzzy comprehensive evaluation. Finally, the evaluation resort of service level on road transportation of Hei Longjiang province was determined, which is the Medium level for corresponding guidelines. It determined the index level of service level for road transportation of Hei Longjiang province, the second evaluation resort of service level on road transportation of Hei Longjiang province was determined and the level rationality was verified.
