The Study On The Service Level Evaluation In The Integration Of Urban And Rural Transport On Jiahe County, Hunan Province

With accelerating the process of urbanization and boosting construction of rural highway network, the passenger flow exchange between urban and rural areas is increasing, and the development of integration of urban and rural public transportation is imperative. The important Measure of development of integration of urban and rural public transportation is the service level of urban and rural public transportation. At present, the development of integration of urban and rural public transportation is still in the initial stage in our country. There are many unreasonable and imperfect in many aspects, such as operation management,infrastructure construction, vehicle configuration and track design. Therefore, a set of scientific and reasonable evaluation system of service level about integration of urban and rural public transportation is established to systematically analyze and evaluate. This has important significance to promote construction and improve service level of integration of urban and rural public transportation in our country.This paper firstly puts forward the concept of integration of urban and rural public transportation, and analyzes the generation mechanism, the temporal and spatial distribution characteristics and the choice of operation mode, and discusses the difference between the integration of urban and rural public transportation and Urban public transportation. Then the factors affecting the service level of integration of urban and rural public transportation are analyzed from five aspects constituted by operation management,infrastructure construction, vehicle configuration, track design and quality of service. On this basis, the construction principle of index system on integration of urban and rural public transportation is putted forward, and index system evaluating service level of integration of urban and rural public transportation is built. Through applicability analysis of comprehensive evaluation method, the grey comprehensive evaluation model about multi-level performance parameters is built. The index weight is calculated by software yaahp V10.0 about analytic hierarchy process, and the quantitative numerical value is used to show the evaluation results on service level of integration of urban and rural public transportation. Finally, integration of urban and rural public transportation in Jia He county is used as the example analysis, and the evaluation results are verified by using passenger satisfaction indicators.The results of study show the index system and evaluation model of service level of integration of urban and rural public transportation, established in this paper, is scientific and practical. The actual situation of integration of urban and rural public transportation in Jia He county is reflected by the evaluation of this paper. The research results of this paper can provide some decision basis about construction and evaluation of integration of urban and rural public transport for some relevant departments.
