Research On Crisis Control Of Marine Rescue

The emergency work of maritime search and rescue is an important part of the emergency management of China government, and is also an important function of the government. It represents crisis handling capacity of China MSA and reflects the performance of social multi-component governance. Doing well in maritime search and rescue and creating good environment for maritime security is essential to develop shipping productivity and promote marine economy, is also the obligation of China government committed to perform international convention, people-oriented principle, the scientific development theory and maintain social stability.With the development of the national economy, our country's shipping industry has been also improved greatly. In the meantime various accidents happened frequently. It's the urgent requirement that quick reaction be taken after the accident to protect people's life and property in building harmonious society. At present, the emergency work of maritime search and rescue at Taizhou section of the Yangtze River has been elevated to a new level because of its necessity and urgency. How to play a role in rapid mobilization, collaborative response and the formation of multi-component governance when facing maritime unexpected incidents is a new and important subject. The effective methods includes strengthening the crisis education and enhancing the people's sense of crisis; establishing an effective communication mechanism and using social power through the multi-governance; establishing a special fund for search and rescue to protect a virtuous cycle of emergency response capacity. But it is of practical significance and theoretical impact for the improvement of maritime search and rescue emergency response capacity to establish the maritime search and rescue emergency management system at Taizhou section of the Yangtze River characterized by the government-dominated social multi-component governance.Through the study and analysis of crisis connotation, crisis management theory, and maritime search and rescue characteristics, in this paper the crisis management measure of maritime search and rescue is discussed and then the role orientation of government facing maritime search and rescue emergency is put forward. Through comparative research approach and combined methods of critical principle and constructive principle, the content and nature of maritime search and rescue is analyzed seriously; the management system and structure is researched; the subject and object's responsibilities, rights, obligations relations and the internal operation mechanism are cleared. The organization structure, work function, and work principle of maritime search and rescue for the government is described; the problems and deficiencies existing in maritime search and rescue at Taizhou section is listed and analyzed; Advanced working experience on maritime search and rescue in China and western developed countries such as USA is used for reference; the path of responsibility government-dominated social multi-component countermeasures for the maritime search and rescue is proposed, which would greatly improve the efficiency of maritime search and rescue and ensure people's life and property safety.
