As an effective traffic congestion management strategy, the congestion charging (CP) has been successfully implemented in American, Singapore, England, etc. Specific CP programs have various system designs, and their effectiveness still remains controversial. Compared to traditional congestion management schemes, how to implement the policy of economic benefit and social benefit,the key factors how to affecting the benefit cost become one of the important contents of current research.This paper summarizes the recent practices and research situation, selectes three kinds of typical traffic congestion management scheme, namely HOV, HOT, FAIR, representing the traditional scheme of highway congestion, congestion charging scheme and new charging scheme. Then comparas the three programs with the base case (no congestion management measures) cost-benefit, and analyses of the key factors (such as travel demand) in the same network with a static test. Then further expand the cost-effectiveness evaluation of three programs under the dynamic network, using the division of traffic mode based on logit model, when construction method of negative utility function considering subsidy, operating costs, waiting time and other factors, establish a network equilibrium model with elastic demand, design a heuristic algorithm. Finally, a simple analysis and evaluation the cost-effective change with the travel time value calculated, the demand elasticity coefficient, carpool waiting time, credit subsidies and so on, verify the FAIR benefit-cost ratio and social programs with4th ring road of Chengdu.
