Water resources assessment is a important work at the integrated planning and optimal allocation of water resources,it is the prerequisite that scientific management of water resources。Water resources assessment provides powerful scientific evidences for the water resources sustainable development。The paper based on the guidance of Scientific Outlook on Development and used many cross-disciplines such as Hydrology,Science of water resources,meteorology,Water Environment science,ecology, the theory of sustainable development and so on. By the fundamental research and the practical application unifies and for example the Kaifeng City, Henan Province, the paper researches deeply the key technical subjects of water resources assessment in plain area。Main conclusions include:(1)The paper summarizes domestic and international research findings of water resources evaluation and the optimized allocation. This paper synthetically analyzes and subjectively appraises the main problems existed in the current water resources evaluation and optimized configuration of theory and method and advances he direction of development.(2)The paper proposes the indicator system and method of water resources assessment in the plain area. It analyses systematically some core Indicators such as the quality and quantity of surface waters,the total amount of water resources,water availability,water entironment and so on。The paper made a comprehensive and systematic research for the quality and quantity of water resources and the variation laws in the kaifeng city。(3)This paper specially researches the computational method for the utilized water resources. According to the specific circumstances, selecting the five independent systems as the computational method, analyses and calculates the average calculation of usable surface water resources in many years. Introducing the concept of assurance factor and using frequency analysis method, the paper calculates the utilization quantity of water resources in the different assurance factor and reflects utilizable water of the low water condition year, it provides reference for different basin water resources allocation.(4)This paper discusses that the space-time change rules of precipitate water and vaporization in the area, calculates the quantity of surface and groundwater water resources in the studied areas, and assesses the water quality of groundwater and surface water.(5) Admitted to the water resources sustainable utilization to target and based on the diagnoses of the water resources,This paper evaluates the degree of water resources shortage about every valley partition, meanwhile,the paper reflects exploitation and utilization of water resources and the balance of supply and demand condition in the different years.Results show that analysing supply and demand for water resource in Kaifeng city helps to solve the contradiction and improve the economic benefit and social benefit, pay attention to the protection of the ecological environment, and to realize the sustainable utilization of water and kaifeng economic sustainable development has certain practical significance.
