Ministry of Construction and Technology Division shows that, with the accelerated urbanization process and improvement of people's life quality, the proportion of final energy consumption in China will be building up to 35% and therefore, construction will exceed the industrial, transportation and other industries and eventually become the first energy consumption, building energy efficiency will be the primary aspects of improving energy efficiency.According to the diagnosis and transformation energy status of existing residential buildings in cities and towns in Qinghai Province, this paper analyzed the existing barriers of energy saving in residential buildings and made a clear reform objectives and implementation plans; Proposed the index system of transformation of residential building energy efficiency in Qinghai Province, and explained the meaning of each index and calculation methods. Proposed diagnostic evaluation indicators of modified membership function, and gived the diagnostic evaluation criteria, which can be used for existing residential buildings in cities and towns in Qinghai Province during the diagnosis of building energy efficiency rating. Also raised the overall building energy consumption levels and methods of diagnostic evaluation, and gived the methods of identifying object index of existing residential buildings. Finally, we use the macro level building energy efficiency incentive theory to make an intensive study of economic incentives and energy evaluation method of existing residential buildings in cities and towns in Qinghai Province, proposed model for capital investment in Qinghai Province, and gived some policy recommendations and energy-saving capital-sharing program. This energy saving methods and results of Qinghai existing residential buildings can provide some valuable experience for our other existing residential buildings and energy saving design study, and it has a positive practical significance to achieve the sustainable development of residential buildings.
