Water has given birth to all the lives on the earth. Everything, from the natural species to human beings can not live without water, and so does the biological evolution as well as the social development. With the rapid development of economy, China has achieved much progress not only in industries, but also in culture. However, the impact brought with the development on the nature accompanies also with it the damage to the environment. A good case in point is that to the water resources, which is believed to have been polluted to the extent that some even lament a pessimistic future that the water resources on the earth will be on the verge of extinction.While it can not be denied that such a lament exists at present, environment justice (laws) in environment ethic for water resources management provides a theoretic guidance that helps to develop and promote the coordination of environmental resources by using the integration of ethics and justice (laws). Based on this prospective, the attention in this thesis is turned first to the observations on the existing phenomena around China, the problems encountered in water management, then to the analysis of Chinese regular policies in solving these problems, and finally to the propositions of countermeasures.The major research is conducted on following five aspects: firstly, the general introduction to the links between ethics and justice; secondly, the importance of the justice in environment ethics, especially those on the varieties of the environment, the shift of the resources, the gaps between poverty and prosperity and so on so forth; thirdly, the reasons causing the crisis of water resources in China and the analysis of the un-justice phenomena in water management; fourthly, the role of the government plays in the management of the water resources; last, the introductions the countermeasures as well as the propositions to the policies in management.
