| To meet the negative effects of international financial crisis , actively achieve the general goal of "Keep Growth", "Enhance domestic demand" and "Adjust Structure " the State Council has already, in the year of 2009, made the logistics as one of the 10 industries for adjusting & renaissance in order to promote the stable and fast development of the logistics.Adjustment and Renaissance of Logistics Industry was printed to give the instructive suggestion to the development of logistics in the year 2009-2011, which aimed to provide a good guide to accelerate the preparation of the modern logistics in the whole country. Meanwhile, the State Council also regards the modern logistics as one of the main industries to support and enhance the local economic growth.Gansu, a developing and inner western province, has a great difference distance from the developed provinces in the eastern country on the development of logistics industry. Actually, the logistics in Gansu even develops more slowly than the general economy development in the province, which has become the bottleneck of the provincial social economy growth.The provincial government, guided by the general development strategy of "Drive center, Fly together, Group development and Promote comprehensively", proposed to construct the great express tunnels, great joints, great logistics so as to promote the development of the general transportation system. The transportation sector of Gansu province also listed the development of logistic industry as one of the key tasks in the "12th 5-year plan" which will greatly accelerate the process of the planning and policies study.Transportation, as a basic industry of the national economy, is the basis and core of the adjustment and renaissance of the logistics industry. In Gansu, a developing inner province, road transportation plays the leading role in the production of the whole society cargo, which is also the main force to support and promote the development of the logistics industry. With the stable and rapid economy growth in the western area, the demand of logistics are increasingly growing in Gansu, which is an important joint-point of transportation in western China. Especially the road transportation will provide more and more support and insurance. It is helpful for the development of logistic industry and the economy growth of Gansu and even the western region to optimize the road transportation resources and reasonable plan the basic infrastructure of the road transportation, which aimed to level up the advantages between road and the other transportation modes.This thesis is written on the actual conditions of Gansu province and the author's experiences on the transportation management. It begins with road freight adjusting to the development of logistics. Firstly, the thesis does an analysis of the social economy and the development of comprehensive transportation in Gansu and then it analyses the current situation of the road freight system. It is shown that the current road freight system in Gansu province cannot fit the development of social economy and freight transportation demand. It has proved the important meaning of the transformation from road freight transportation to modern logistics. The thesis has analysed the future development trend of road freight transportation on the base of the current situation of road freight transportation in Gansu province. According to this, it has forecasted social economy demand, road freight transportation demand and the scale of logistics park. Based on the planning guiding ideology, working principles and the development strategy of road freight transportation in Gansu province, the thesis has planed some projects such as road logistics region, logistics passage, logistics node city, logistics park, logistics centre and other some important projects. Moreover we have proposed some safeguard mechanism.
