Expressway is designed for automotive high-speed, safe, comfortable driving, and can provide large traffic volume and high standard of service road of modernization, is also a measure of the level of the National Expressway Traffic an important symbol of modernization. China's expressway construction has invested enormous human and material resources. Now the expressway network covering the whole country has been built, but subsequent management of the expressway.In recent years, rate of expressway accidents is high. how to reduce the accident rate, and after the accident to ensure timely rescue deal with the accident, these problems are deeply troubled by the expressway managers. These problems must be comprehensive monitoring of the expressway, and establish a sound rescue system. In order to reduce expressway wear and tear, to ensure safe driving of large trucks weight charging system is also indispensable.This paper is based on Liaoning Provincial Expressway. First of all, it is comprehensive study on the Liaoning Provincial Expressway Traffic Safety monitoring system design, composition and development. Then introduced the Liaoning Provincial Expressway Toll system hardware structure and layout, and introduced the structure of the software. After that, it is study on weight-calculating of expressway of Liaoning Provincial ,take a combination of theory and practical method have the stander of weight-calculating of expressway of Liaoning Provincial. Finally, it is structure the system of expressway rescue serviced, and from the system construction, system functions and system support services measures described in the features and functions about the system of 96199 of Liaoning Province.
