More people with less land is the most fundamental character of Chinese agriculture. With the very limited arable land, the potential of cropping index and crop production has been one of the focuses of Chinese agricultural research and the establishment of development strategy of agriculture technology in this century. In this study, the technology of screen digitizes and FSGIS were developed. Based on agriculture data and experimental data in Yangtze Delta, farming system and cropping index of 238 counties were analyzed with FSGIS between 1997 and 2000.The results are as following: The database of farming system has been established. It can provide efficient information for the development of agricultural resources and reform of farming system. FSGIS could offer efficient tool for the management of agricultural resources and optimal decision-making; and could quantitatively study farming system. The establishment of a GIS- based macro-agriculture information management decision system will greatly promote the transformation of farming system study from qualitative to quantitative. According to statistical data, the grain production can meet 76 consumption. With the trend of 10 years, to keep the balance of grain production and consumption in 2010, it is imperative to raise the crop production and cropping index at a higher speed. The production of Anhui is expected to be 541 8kgI hm2 and its cropping index is expected to reach 208.1% to reach the balance. The production of Jiangsu should be 6931 .Skg/hm2 and its cropping index should be 172%. The production of Zhejiang should be 5383.Skg/hm2 and its cropping index should be 2375%. In the region, the maximal potential of cropping index is 252.55%, but the more practical one is 223.02%. If the cropping index is 223.02%, the potential of grain yield will be as 2.97 times as the level at present; if the cropping index is 223.02%, and water is not limited, the potential yield is 3.25 times of present level.
