Study On The Effectiveness And Potential Of Four Agricultural Carbon Mitigation Options In Hubei Province

The agriculture plays an important role in the process of the global carbon cycle. In recent years, the government of developed countries put focus on low carbon agriculture, by applying the advanced technology, to increase production and reduce greenhouse gas emissions. Hubei province government has implemented many agronomic technology methods and has achieved satisfactory effect. This study constructed the agricultural technical evaluation index system about carbon emissions. Based on the system, the study analyzed the present situation and potential of agricultural low carbon emission in Hubei province. The results are as follows:1)The study constructed an agricultural technical evaluation index system about carbon emissions. The system were composed of target layer, criterion layer and index layer, the criterion layer includes input indicators, emission index and output index and social index, and the index layer included section contains fertilizer consumption, section mechanical fuel quantity, and solid carbon emissions reductions, yield increases, the degree of implementation, operability and farmers, finally we carried out the empirical analysis.2)The Delphi method showed the four significant critical indexes are nitrogen, greenhouse gas emission reductions, nitrogen amount and yield.3) According to the data from questionnaire and statistics of Hubei province, through calculation, the score of straw returned, measured soil fertilizer, chemical fertilizer and straw counters-field deep respectively are 0.56、0.38、0.29、0.35. In consequence, straw returned has the most outstanding performance.4)Based on the data of emission reductions in the future three years using grey system theory, the trend of the measures in the future is famous.5)We consided that the government should perfect the system, make greater efforts to support subsidy, speed up the land circulation, amplify the agricultural scale operation and the province agricultural technology extension center should intensify propaganda and encourage peasants to apply the technology of ecological and economic. In addition, it is necessary to increase investment on science and technology, improve agricultural machinery penetration and train and introduce talents more efficiently.
