Based on ecology theory, Eco-agricultural system is the agriculture production system that was built in a fixed area. The biocommunity that lived in and the environment constitute it. It is also a basic unit that is used to construct or to study Eco-agriculture. To improve Eco-agricultural function and to guarantee the production have a sustained and stable development, we should master the overall structure and objective law of the system to select the best system design that can obtain the best agriculture production effect and economic effect.Hongfanchi Town of Pinyin County lies in the southwest mountain area of Jinan and is the source of Langxi River. It governs 34 administrative villages and has an area of 115 square kilometers and a population of 2.88 million. Hongfanchi Town takes the agriculture production as it s leading industry and has a poor-developed village and township industry, so there is almost no industrial pollution; The agriculture in here keep the traditional methods of cultivation in a great extent, which mainly used with organic fertilizer and used a little of fertilizer, all these are good for the transformation to the Eco-agricultural direction.The paper made the town s agricultural ecosystem as the studying unit and strived to have a comprehensive and systematic analysis. On the basis of all of above, author had a objective calculation and evaluation for the overall development model, thus to apply the foundation to form the Eco-agriculture model for the town.In order to understand the towns ecological environment quality that has a direct bearing on the agricultural production, and then to distinguish the chief ecological problem and environmental problem, we made some ecological investigation and environmental monitoring for the town. The ecological investigation was mainly aimed at the ecological vegetation of the town while the content of the environmental monitoring included soik water > air and agricultural products.The chief ecological environment problem in the town today mainly showed: the poor ability of the water and soil conservation and serious phenomenon of the soil erosion in the mountain area caused adverse growth conditions for green plants and the simple structure and function of the whole biocommunity, therefore the area had a extreme low ability to withstand natural calamities; environmental problem was mainly showed in the nourishing phenomenon of the water body whose pollution source came chiefly from daily life. At the same time, the abuse in farm chemical was yet a important factor that lead to worse and worse inenvironment quality.Base on the investigation, author formed the index system for integrated evaluation of Eco-agriculture. It included fourteen basic elements while they separately belong to ecological function, economical function and social function. In the course of determination of the weights of all indexes, paying regard to the effects that were produced by the alteration in data structure, author cited the concept of structural weight. Thus the eventual weights of all indexes can be obtained by the integration of the structural weights and the meaning weights that were from the Delphi method. Then, we made a comprehensive evaluation, which was aimed at the Eco-agricultural present situation in 11 towns that were all belong to Pingyin county by the index overlay model. Thus we can clarify the Hongfanchi towns agricultural economy level and the position in the whole county.The results of the evaluation showed: The ecological agricultural system of Hongfanchi town whose beneficial results in three respects of ecologic, economic and society were all in a backward position. Among them, the level of the beneficial result in ecologic was in the lowest position. We also can see that the most important two barriers, which seriously affected the ecological beneficial results of the town, are the lower rate of the area whose yields were ensured despite drought or excessive rain and the serious phenomenon of soil erosion.
