This paper studies business management of container inspection and quarantine in Tianjin port on the basis of BPR Theory. Container inspection and quarantine business is a key link in the chain of container passing the customs. The rapid development of container shipment makes the contradiction between raising container inspection and quarantine rate and reinforcing supervisory management hard to be solved effectively under present management model of container inspection and quarantine. It is vital and urgent to improve container inspection and quarantine efficiency, to promote business efficient export and to guarantee the safety of border inspection and quarantine. Using BPR Theory as the chief line, this paper, firstly, introduces the present container inspection and quarantine business process in Tianjin port; then, analyzes the problems existing in the process. The main problems are as follows: the arrangement of inspection and quarantine organizations centers about their functions; they have not set up essential information exchange system with other relative departments; business process has obstacles; the proportion of container inspection and sample check lacks dynamic variation; container yards disperse and lack specialized inspection area. Based on the problems, we should re-engineer inspection and quarantine organizations; re-engineer inspection and quarantine staff; re-engineer inspection and quarantine business process; exploit electronic port and container inspection and quarantine business information network system, risk analysis theory and classification management to improve the efficiency of container inspection and quarantine; at last, contrasts the evaluates the efficiency indicators of container inspection and quarantine between before and after the business process re-engineering .Using BPR Theory to study container inspection and quarantine business management, we come to the following conclusion: after business process re-engineering, the efficiency of container inspection and quarantine improves remarkably.
