Along with our social economy development and rapid growth of imported wood and related wooden products, the likelihood of carrying pests has been increasing. It not only affects forestry industry development and the quantity and quality of forest resources, but also threatens the security and development of all kinds of ecological systems in China. By supervising inspection and quarantine of foreign pests in imported timber, it could effectively control the risk of foreign pests from entering, and produce positive results. Accurate systematic evaluation of all kinds of benefits generated by supervision on inspection and quarantine of foreign pests in imported timber has a very important practical significance to promote implement and development of supervision measures about inspection and quarantine of imported timber and prefect related policies.This study, which collected related data about inspection and quarantine on exotic pests in imported timber, occurrence and prevention situation of diseases and insect pests of forest, forest resources and forestry industry development, applied methods of forestry economics, econometrics and statistics to find out the relationship among them. Based on the results, some measure methods has been carried on to analyze the influence that supervision on inspection and quarantine on exotic pests in imported timber has on economy, society, forest resources and ecological benefit. On the basis of actual measurements, an evaluation system of benefit brought by supervision on inspection and quarantine on exotic pests in imported timber has been put forward, so has related policy suggestions too. The research conclusions are:First, the number of pests in imported timber inspected and quarantined in China has been growing year by year, with an average annual growth of31.51%. The main source countries of pests in imported timber has an accumulative intercepted rate of62.23%from2004to2011, while the main intercepting ports has a rate of86.78%during the same period.Second, the correlation analysis of some concrete indicators, including rates of occurrence and prevention situation of diseases and insect pests of forest, imported log and converted timber, forestry industry situation, etc, showed the results as follows:the imported timber quantity has a significant influence on inspection and quarantine of pests; the situation of forest resources do so on occurrence and prevention situation of diseases and insect pests of forest. There is a strong relationship between occurrence and earlier prevention of insect pest in forest and the inner structure of forest resources, like areas of common host tree species. Regional development of forestry industrial output relates significantly to occurrence and prevention and control of diseases and insect pests in forest; Development degrees of district forestry industry have a negative impact on occurrence of diseases and insect pests.Third, a benefit evaluation system about supervision on inspection and quarantine of exotic pests in imported timber has been put forward, which includes guiding ideology, basic principles, evaluation contents, framework of evaluation index system and evaluation methods, etc. Among it, the valuation index system has4parts in rule layers,12aspects in classification layers and59indexes in index layers.Four, benefits brought by supervision on inspection and quarantine of exotic pests in imported timber are mainly composed of economic, social, ecologic and forestry resources benefits. It turned out that the total accumulated benefit value of supervision on inspection and quarantine of exotic pests in imported timber from2004to2011was165.96billion yuan, with an annual growth rate of11.56%.Five, the empirical research using evaluation index method and system shows that the overall comprehensive score of the inspection and quarantine of the foreign timber pest has been growing, with the annual growth rate of5.97%. Among these, the scores in the segments of day-to-day management, effectiveness and efficiency saw relatively rapid growth, while the growth of the score of the comprehensive evaluation for the economy was not high and showed some volatility. The evaluation results show that the evaluation index system and the methods of weighing and evaluating can play a good and practical role in the routine work.
