Nanjing Port Epidemics Analysis And Supervision Countermeasures In Imported Loaded Container Quarantine

With the development of international trade and recovery of international shipping industry, the container transportation as an important tool of advanced modern logistics increased at a high speed. As many countries and regions haven't strictly inspected and quarantined the containers, it was constantly found that the containers entering our country carried dangerous pests harmful for plant, vector organism and objects prohibited from entering our country and hazardous substances.This text offers the statistics and analysis of the categories and origin of places of the epidemics intercepted from the containers entering Nanjing harbor from 2004 to2006. It was found that the quantity of epidemics during the last 3 years increased continuously. And the characteristics are prominent, such as the epidemics intercepted from the wooden packaging are apparent, the regional characteristics of epidemics are obvious, the containers entering border often carry "poison"; and the cases that the imported cargoes carry soil are increasing and etc. After analyzing the causes of the above mentioned characteristics, combining the characteristics of local epidemics and taking measures suitable for the local circumstances, this text constructively put forward five measures of supervision and control, including reinforcing infrastructures of inspection and quarantine to provide guarantees of manpower and material resources for container quarantine; strengthening the site check of wooden packaging entering to our country to standardize the subsequent supervision and management; using the way of risk assessment to realize dynamic classified management; expanding the view of quarantine to pay close attention to the new epidemics; establishing collaboration mechanism to pool the joint resources to defend epidemics. This text offers references for the port inspection and quarantine bureau to pertinently rule out quarantine supervision measures, to enhance the working efficiency of container inspection and quarantine, to perfect the management system of container inspection and quarantine, to reduce the occurrence of epidemics, the risk of the introduction of hazardous substances and to prohibit the epidemics and hazardous substances from our country.
