Research On The Problems And Countermeasures Of Animal-plant Quarantine Work In Zhenjiang Area

With the expansion of our country's foreign trade scale,the significance of animal-plant quarantine work has been highlighted.At the same time,the problems and the deficiencies of China's animal-plant quarantine are becoming more and more complicated.Zhenjiang,as an important opening port along the Yangtze River,with the continuous transformation and upgrading of the port's import-export trade,the scale of import-export animal and plant products is also expanding.At present,within all the Zhenjiang port's import-export business,the animal and plant products account for 70 percent of the total batch.With the explosion growth in variety and amount of the animal and plant products,the epidemic is becoming more and more complicate making the old quarantine mode can't adapt to the new situation.Now obviously,there are problems in quarantine system,management idea,operating mode and other aspects of Zhenjiang animal-plant quarantine work.The purpose of this article is to explore these problems and provide them countermeasures.To explore Zhenjiang animal-plant quarantine problems and countermeasures,firstly,this article uses questionnaire and interview to survey the opinions of Zhenjiang animal-plant quarantine work's internal staff and service object.Through the analysis of the survey results,the main problems of present Zhenjiang animal-plant quarantine work are summarized.The problems are focused on the aspects of legal system,staff configuration and quality,laboratory testing capability,process arrangement,methods of quarantine and supervision,and so on.After that,this article uses the public management theory and learns from the animal-plant quarantine system and operating methods of the developed countries to solve the problems summarized in the previous section.The innovation suggestions include improving the grassroots quarantine regulations,improving the quality of Zhenjiang animal-plant quarantine work team,upgrading lab inspection and testing capability,optimizing the procedures and methods of Zhenjiang animal-plant quarantine and some other aspects.In these parts,there are several specific countermeasures and measures suggested in every aspect to improve the level of animal-plant quarantine work and promote the development of import-export trade in Zhenjiang area.
