Prohibition And Maintenance Of Mountain Forestry In The South Area Of The Qing Dynasty

The south of China(at the south of Qinlin and Huai River)has always been full of forests.After the middle of 18 th century,as the population growing,contradiction between people and farmland became more and more sharp,as well as mountains over-developing,and some other problems such as environment and security.For the purpose of stabilizing order,safeguarding taxes and maintaining Feng shui,the official and Unofficial in Qing Dynasty worked together to preserve the mountain forests.As a result,the forest environment maintained a dynamic equilibrium from the 18 th century to the Qing Dynasty in the area.In the first chapter,this article firstly discusses the connotation of "prohibition " policy of the Qing Dynasty and defines the concept.And the changes of forest property rights,pave the way for the analysis of the complex causes of the banning and conservation of mountain forests in the latter two chapters.At the second chapter,we mainly introduce The forest types and the reasons of prohibition,the law process and the punishment for the illegal.Moreover,we analyze the problems caused by the social policy adjustment.At the third chapter,it will be described that in the process of conservation,officials and civilians set up guardianship and management mechanism according to conservation ideas and cultivated trees under the guidance of the government.In view of the banning and conservation of mountain forests,Qing Dynasty formed a standardized mechanism that can promote the integration of local social forces and avoid the deteriorating of the forest environment.During this period,we can earn a lot of experience from the official and unofficial cooperation,timely supervision,and coordinated development and so on.However,at the level of concrete practice,there are still some shortcomings such as punitive punishment and Delay solution.That's we shall take care even today.
