Risk Analysis For Importation Of American Porcine Cartilage

As the demand for chondroitin sulfate is grow in international market,so is the amount of our country's imported animal cartilage in recent years. The importation of animals and animal products involves certain degree of disease risk to the importing country. The principal aim of import risk analysis is to provide importing countries with an objective and defensible method of assessing the disease risks associated with the importation of animals and animal products and to take necessary precautions to reduce the risk to the lowest level ,so as to protect the animal health and the safety of people's life, to improve the production of swine industry, to protect the safe production of our country's stock raising and to promote the international trade of animal and its production.Based on the "GUIDELINES FOR IMPORT RISK ANALYSIS" by OIE , " The Administration of Risk Analysis in Importing Animal and Animal Products by the State Administration for quality supervision and inspection and quarantine of P. R. China (AQSIQ), following the modern methods of risk analysis, taking it into consideration that China's obligations is in correspondence with its rights umder WTO and SPS, and the methods used here is in accordance with the guidelines by OIE, and based on the inspection of imported porcine cartilage in Jiangyin area, the artile is going to qualitatively assess the risk of porcine cartilage imported from the U.S. to China.Considering the diological character of infectious diseases, their possible harm and geological layout, the area of hosts and economic and social impact of those diseases, and by referring to the diseases listed on appendixâ… ,â…¡,â…¢, this article qualitatively analyse the potential contagious diseases and parasites in the imported porcine cartilage from the U.S., and identify 38 types of potential diseases in connection with porcine cartilage. based on the current situation of swine diseases in American, this article picks out 11 as the most dangerous potential diseases; Through the risk analysis of these 11 diseases,9 are found to be worth our attention and should be contained. At the end of this article, a set of risk administrative measures about these 9 diseases are proposed ,which not only meet the requirements by WTO,OIE and SPS, but also suit our present risk-control ability. This article has become a very important scientific base for drafting inspection and quarantine measures about American porcine cartilage.
