Study On Operation And Management Of Urban Forest Resources In Shanghai

Recently, many researches about the conception and construction of urban forest have been carried on, but there are few studies on the operation and management of urban forest resources. Shanghai city as a highly urbanized area, the construction and management of its urban forest, is of great referential value. This research is about the management of Shanghai urban forest resources.In this thesis, the researches on the urban forest and the history of forestry development of Shanghai from 1950 were reviewed. The present situation and characteristics of Shanghai urban forest resources were pointed out, that the forest cover rate is low; the proportion of the economic forest is a little high; the growing stock of unit acreage is low The problems of operation and management of urban forest resources were presented, that the survey system of the forest can't meet the demands of evaluation on ecological benefit of urban forest, the methods of management is laggard and the evaluation system of forest resources is lack.The management of urban forest here failed to exert its ecological social economic benefits, and a strict and efficient checking and assessment administrative system and method was not involved. To solve the two problems, countermeasures were put forward. The new checking system should be established, including that the evaluation of ecological functions of urban forest must be integrated into the continuous checking of the urban forest and the inventory of urban forest planning and design, and the survey index should also be optimized. The 3S (RS,GIS and GPS) technology should be applied to colligate the social, economic and ecological attributes of urban forest, and to establish the urban forest resources comprehensive management information system in Shanghai. The system can play a full role in monitoring and directing of urban forest fire prevention, forest resources administration, forestation, and data statistics and so on, and make the management and administration of urban forest resources more operable, and the results of assessment more reliable and themanagement system more perfect. The problems of using different statistics systems of forestry is repeat statistics or skip statistics, so the major statistics targets of urban forest construction should be uniformed, and the statistics targets system of urban forest construction should be established. Urban forest classification in Shanghai should be consummated, the category management should be actualized, and ecological funds of urban forest should be created and its use should be consummated. Urban forest resources and assets assessment system should be established so as to promote the attorney of woodland usufruct.A perfect and efficient system of survey, assessment and management will greatly benefit the sustainable development of urban forest in Shanghai and make it sufficiently exert ecological, social and economic effects, so as to support the construction of Shanghai City.
