The GanSu province is situated in the northwest arid and semiarid region, where the contradiction of the supply and demand of the water resources is serious, and the efficient utilization ratio of the water used for agricultural irrigation is low. According to the practical condition of JingDian irrigation district, the research purpose of the paper is to improve the utilization efficiency of water resources and the management level of irrigation by adopting the modern management method, system engineering, computer technology, network technology, modern communication technology and other advanced technology to carry out the irrigation district information construction and realize the optimization management of the water-extracting equipment and the irrigation system in the management of the irrigation district.In this paper, tightly centering on the topic of the modern irrigation district management and the application of the modern technology to the irrigation district, and incorporating with the characteristics of high lift, multi-step and large flow of the pump station, the total object and principle of developing an advanced and useful information construction of the irrigation management system are put forward, which integrated with information collection, optimization scheduling and monitor. Starting with the present state of the information construction of JingDian irrigationdistrict, the components and the construction form of the hydraulic communication special network composed by the line transmission, the synch-digit terminal transmission equipment and the SPC exchange are investigated. Moreover, the modern information management system is developed based on the Web+GIS technology. The application of the information technology to the water-usage management of the irrigation district is studied. Some contents are analyzed, such as the construction of the water-usage information collection system, the data-base management, the prediction of the water needed by crops, the irrigation prediction and the water-usage rearrangement method, etc. In addition, the mathematical models of the water source prediction of the irrigation district and the prediction of the water needed by crops are established. The corresponding methods and system for the optimization arrangement of the water resources in the irrigation district is presented. A new type of non-PLC, layered, distributed and dispersive construction with advanced function and the optimization scheduling system are first developed in the hydraulic field, as well as the computer synthetic automation of the pump station incorporated with protection, measurement and control. The remote monitor and scheduling of the computer in the pump station is implemented by the dual network construction. The remote monitor subsystem for digital images is developed according to the need of field monitoring in the automation monitor system. Furthermore, both the modern management system of the irrigation district and the synthetic automation system of the pump station are established to exploit the maximum benefit of the water resources, and then to form the optimum management of the whole irrigation district.
