The study area locates at central and south parts of Hebei province, it takes plain as its core topography. The main contradictions in this area are water resources shortage and lower agricultural irrigation water use efficiency.Based on the investigation and analysis of irrigation form situation at present, combined regulation of water requirement, irrigation measure,and precipitation conditions in the study area, this paper building the calculating model on quantity of saving water under the condition of water-saving irrigation; analyzed and calculated the saving water quantity of different irrigation projects, the"resources-type"and"efficiency-type"saving water of main crops by adopting water-saving irrigation measures than the situation before in each area, study in-depth on the water-saving effect of water-saving irrigation projects in Hebei plain.The water-saving in this paper included water saving of irrigation , the"resources-type"saving water and the"efficiency-type"saving water.The main contents of this paper are as follows:â‘ Investigated the change of irrigation yield,the agricultrual water consumption,the yield and production of main irrigation crops from 1980 to 2004.It was concluded that the water use efficiency in this area is very low in the past,so that we shold learn the necessity to carriy out water saving irrigation.â‘¡Considered the reuse of irrigation water, introduced the irrigation water loss coefficient, proposed calculation of"resource-type"saving water under the different water-saving projects; comprehensive consideration of saving water and input production effect under the water-saving irragation, this paper calculated the water consumption of main unit corps production in study area, proposed the calculation of"efficiency-type"saving water.â‘¢Analyzed regulation of water requirement of the main crops in Hebei plain, combined increased production of different crops under different irrigation projects, this paper calculated the water-saving quantity of different irrigation projects under present situation. Where the amount of water-saving irrigation is 5.355 billion cubic metre, the amount of"resources-type"saving water is 3.555 billion cubic metre, the amount of"efficiency-type"saving water is 2.046 billion cubic metre, and proposed proper water-saving irrigation model in each area of Hebei plain, which are sprinkle irrigation for vagetables, low pressure pipe irrigation for corn and wheat, canal anti-seepage for rice.â‘£This paper studies the water-saving irrigation project in each area of Hebei plain in depth, directs the improvement and further development of regional water-saving irrigation project.By the calculation of water-saving amount, evaluation for the effect of water-saving irrigation projects and development level of regional water-saving irrigation, the aim of the paper is underlining role of water-saving in agricultural production. In another words, adopting water-saving projects can impove utilization efficiency of irrigation water, reduced the invalid loss of soil-water, impove the irrigation water production efficiency; meanwhile it is very significant and profound for reducing the amount of regional irrigation water efficiently, relieveing the contradiction between supply and demand of water resources, guarantee the Sustainable Development of agriculture.
